For the record:

LANG is already set by the upstream Docker image "jenkins/jenkins:lts" to "C.UTF-8", see e.g. https://github.com/jenkinsci/docker/blob/82ee46ddce1ebe38f0950a057e1cbe4f6186f72a/11/debian/bookworm/hotspot/Dockerfile#L37
LC_ALL is currently not set.
