test minOccurs= and maxOccurs= on datatype element #591

Test @minOccurs and @maxOccurs on a <datatype>s that are inside both <attDef usage="opt"> and <attDef usage="req">. Asking @ebeshero or @raffazizzi to review that the test file (Test2/inputFiles/testAttValQuant.odd) is testing the right things. Asking @martindholmes to review the changes to the ant build files.

Per Stylesheets meeting today—this is good to merge. If @sydb has time before tomorrow (2023-03-31) to add more conditions (2 - unbounded, etc), then great, but if not, we will merge before the release

All changes here look good to me, @sydb, and per discussion on 2023-03-30, I'll merge this now (first into the release branch, and then merge the release branch into dev)
