att.breaking: French text in English version #1222

This is weird: at http://www.tei-c.org/release/doc/tei-p5-doc/en/html/ref-att.breaking.html (i.e. the English specification of att.breaking), the description of the third sample value of @break is in French ("l'encodage ne prends aucune position sur la question.").

This does not show up in the current Jenkins build:

So I think it must have been a stylesheet issue which has been fixed. However, the French desc was before the English desc, which is not the normal order, so I've reversed those just in case
