Guidelines pages are invalid #1318

Guidelines HTML5 pages are currently invalid, and probably have been for a while. The problems relate to comments in links to external JS files. This should be fixable. Example:

http://validator.w3.org/check?verbose=1&uri=http%3A%2F%2Fwww.tei-c.org%2Frelease%2Fdoc%2Ftei-p5-doc%2Fzh-TW%2Fhtml%2FHD.html

This is open again for some reason, but it does need to be; Sebastian created a second fix which made the pages invalid again:

http://validator.w3.org/check?verbose=1&uri=http%3A%2F%2Fteijenkins.hcmc.uvic.ca%2Fjob%2FTEIP5%2FlastSuccessfulBuild%2Fartifact%2Frelease%2Fdoc%2Ftei-p5-doc%2Fen%2Fhtml%2Fref-country.html
