Made <measure> part of att.ranging and added some examples of how this element and the att.ranging attributes could be used to express a range cf. #2254 .

Release team looked at this and fixed some minor issues. From a formal perspective this seems ready to go – or was there more you wanted to do here ( @sydb) ?

Nothing substantive, but if there are no objections there are some formatting fixes to the examples that are worth making now. (They may not matter with current egXML processing, but when we fix that, we are going to wish we had these formatted better …)

Pushed the formatting changes I spoke of a few hours ago. IMHO this is ready to be merged. (Unless 'dev' branch needs to be merged into this branch again, first. :-)
