possible inconsistencies of the facsimile model compared to sourceDoc similar to(line|zone/text(). I quote his comment in facsimile.xml:

figure/[all-sorts-of-crazy-stuff-e.g.-entry]

Or the fact that <front> and <back> (but not <body>) are permitted inside <facsimile>, and thus anything can be inside there?
None of these seem to be often cases, but I think they are worth recording and considering for future discussion of the council.
