Add @gender to model.castItem.part and @sex to <actor> #2400

Building on now-complete #2189 , @JanelleJenstad discovers that we need to apply @gender to members of model.castItem.part for encoding of cross-dressing parts in cast lists of performance texts. Currently @gender is only available on <person>, <personGrp>, and <persona>. We should also add @sex to <actor>. We had intended these changes earlier in the work on #2189 and #2190, but lost track of it in the extensive work of those tickets.

With this commit https://github.com/TEIC/TEI/commit/60f699ba7eecff0cc64a46d7dadcd3d50a323e33 I'm testing to see if @joeytakeda 's fix for GitHub Actions will allow the tests to continue running on this branch.
