Update Guidelines CSS for vertical compressed attList #2489

Per Stylesheets/592, the display of attribute lists in the Guidelines now use a list format. The changes to the Stylesheets (and the generic CSS) are there, but I believe TEI/odd.css will also need to be updated.

Note that this is a release blocker iff https://github.com/TEIC/Stylesheets/pull/619 is merged
