Use of `@mode` in Specs is inconsistent #2498

The ATOP team noticed: The use of @mode="add" on e.g. elementSpecs in the Spec files makes no sense. In the Specs, everything is being added; P5 is not a customization. It is reasonable to use @mode="change|replace" in an override of an attribute class, and that might involve @mode="add" on e.g. <valList>, but most usages seem unnecessary and confusing.
