issue with responsiveness of top menu on smaller devices

While the main page looks great and behaves in a responsive manner on smaller screens, the Guidelines have some issues:

• the top menu is expanded by default
• the computed(?) width of the content looks wrong

This was tested on an iPhone12 and Firefox Responsive design mode.

PS: Yes, I did refresh the page and cleared the Browser cache

Yeah, the Guidelines are not responsive and will need significant work to make them so. There wasn't anything I could do about that immediately. There probably needs to be a real redesign process run by Council.
