Adding in a 'Funding Bids and the TEI Consortium page'
Adding draft page for the website. Submitting as a pull request, because even though Board has seen a draft, it is good to get more eyes on it.
I added it in the hierarchy under the 'support' as that seemed to make most sense to me.
