To determine the problem, I'm looking at

• URL: https://doi.org/10.1175/JPO-D-11-0188.1
• From: inst/doc/gsw.html
• Status: 403
• Message: Forbidden which is from the Graham et al. 2012.

My first test: remove the URL in the .bib, retaining only the DOI. Then submit to devtools::check_win_devel() (then wait 20min for answer).

Removing the URL from Graham et al 2012 does not remove the problem. I just removed the DOI also. The advantage of having these is outweighed by the problem of CRAN filters. After all, a web search on a title will likely find all of these citations.

If this works for Graham, I'll remove all DOIs and URLs from vignettes/gsw.bib.
