Updated the build file of clash rules. #75

This commit will change the type of Clash rules. The behavior of the original rule should be domain. After merging this change, it needs to be changed to classic, which will affect the use of old users.

The ipaddress library that comes with Python is referenced, and a function is added to the Clash rule build file to determine the rule type.

It has been run locally before the merge.

有几点需要改进: 1.你应该修改的是Clash-classical.py 而不是Clash.py

  1. 提交前清理一下.pyc
  2. redme的修改毫无意义
