Targeting UI has a hotkey for changing ammo.
That doesn't work as expected: at a quick glance, it only applies to changing ammo on vehicle turrets if there's multiple different types available, or something like that.

Rework the change ammo hotkey logic.
Allow one to reload/unload/change ammo type when firing handheld weapons without leaving the targeting UI.
