Return the Recruited by field to the OpServ Jackets #20

Add back the field for "Recruited by" and an associated report option, for quick overview for the recruitment ribbon. Possible a field that could be added to the custom report. To my knowledge, OpServ 8 already had the field, so the DB hopefully still has that information. We just need to find it.
