Rack::Attack to protect your app #63

Why ?

To protect our app against hackers/bots/etc, we will use rack::attack to temper a lot of attack types.

Must Have

[ ] RackAttack installed and configured
[ ] General Throttling must be configured
[ ] Login specialized throttling should be configured
