Review and clean up issues #167

All of the issues are mostly auto-migrated, not assigned to individuals, not marked as bug/enhancement/question (there doesn't seem to be a task or documentation tag or anything).

We need a set of releases (I've added Release-1.3) (should we add 1.2, 1.2.1, 1.2.2, etc.? we prolly do need 'Release-TBD' or 'Release-Future' or something)

Anyway. We need a review. And we can just close some things that we're not going to do.

I've reviewed all of them. Most are assigned to milestones (Joe's gonna look at some) and have an owner (usually me). Some remain without an owner or a milestone or both, but those can be identified more easily in contrast to the ones that have been processed. Good enough for getting on with, and this defect if left open would easily become one of those "yes, but we have a little more that we could do."
