Also:

Splits out CLA
Adds all contributors listed in GitHub team to contributors.md
Reduces redundant sections between contributing.md and /development using a macro include_file_sections
Moves governance.md from docs/governance to docs/ so the link isn't governance/governance/index.html (ugly!)
