Add InlinePluginFinder and cached version #3581

This adds InlinePluginFinder class that allows to find inline plugins in a document. Additionally, this adds a cached version, CachedInlinePluginFinder. The cached version is able to cache results, speeding up finding inline plugins in a document.

Käyttötapaus erityisesti SUKOLin varauslomakkeessa.
