S3 + CloudFront is hard to dev for without a dev bucket.

[x] Create dev bucket
[x] Expose object name prefix via env variable so multiple developers can use the same bucket without overwriting files
[x] Create a dev DB dump, some script which copies files from prod to dev to bootstrap the data for a developer
