fix: regarrison handling and offload hanging

• Fixes reGarrison application.
• Moves reGarrison waits to HC's end
• Broadcast logs are now logged to RPT as well as being shown in chat.
• Added timeout setting for reGarrison for if unit doesnt properly transfer.

Should fix the permanent hanging of offloading mentioned in issues: #44 #38

All evidence available points to it being caused by the wait for ai transfer for regarrison, which is now moved to the HC's end.
