Region (county) codes are FIPS, region names are FIPS prepended with "C". NOTE: RegionID will be 4 digits for CO because the leading zero in Colorado's state FIPS code "04" is lost in the conversion to integer. Because R uses 32bit integers and cant store values greater than ~2,000,000,000, and the landcatid for a county in NM is 3.5 billion, I'm redoing the region code to be 2 digits long. With 97 counties, each county will receive it's own two-digit code.

Meadow is used to represent wetland restoration because the "wetland restoration" practice in caland is used solely for sacramento-san juaquin delta restoration to wetland from cultivated.

CALAND tech doc v3 says: Meadow restoration = Convert Shrubland, Grassland, Savanna, and Woodland to Meadow, based on availability of these source land types.
