region_nep_YYYY.tif from https://daac.ornl.gov/CMS/guides/AGB_NEP_Disturbance_US_Forests.html mask landcats to NODATA for:

disturbed areas based on two point-in-time comparison derived from https://www.usgs.gov/core-science-systems/eros/lcmap
burned areas from NIFC/GeoMAC (https://data-nifc.opendata.arcgis.com/datasets/interagency-fire-perimeter-history-all-years/explore?location=43.578757%2C63.134208%2C4.05) and MTBS (https://edcintl.cr.usgs.gov/downloads/sciweb1/shared/MTBS_Fire/data/composite_data/burned_area_extent_shapefile/mtbs_perimeter_data.zip)

use zonal stats mean of the NEP using masked landcats as zones

take that mean and apply it to the unmasked landcats

boom, done
