Moved test_functions.py to harlow.utils #14

This PR addresses the second point in issue #12 by moving the test functions from tests.integration_tests to harlow.utils

@mdbTNO I think it would be preferable to include the test functions in the utilities to make them easily accessible to the user. If you agree, please let me know so that I can merge the PR.
