Describe the bug

I started the defense bill focus under the Irish depression focus tree, but unlike most bills once it reaches the final stage and the bar fully completes, it simply doesn't have an end result. I first had 95 TDs supporting the bill (96 TDs are required to pass it) but it never said I failed once I reached the end. I restarted the save with 98 TDs supporting it (like in the image) but nothing happened still

Steps to reproduce / Cause of the issue

1. have irish depression focus tree as ireland
2. go to the "Lemass's rising tide" branch until the defense bill is reached
3. start the defense bill focus
4. wait in the dail until it reaches the final stage, where nothing will happen

Expected behaviour

the bill should pass or not pass and not be kept in the Dail for that long

Additional information

before doing the defense bill i did observe another country and use the tp command to teleport its troops to another country because i was at war with it and frankly did not want to be, I did this all when the time was paused so the ai controlling ireland could not have done anything i think

I will add that I loaded a save that was before I joined a war, and did everything else almost exactly the same, the bill passed without issue. I did not join any other wars before this
