I saw a requirement for foci only being allowed when not in a faction for most of the foci for England (collaborators), which is fine on its own but this does not seem normal. Also, because me as Germany influenced them into eihenspakt england is now softlocked without a cheat
Steps to reproduce / Cause of the issue
Just win over England in the influence game as Germany
Expected behaviour
To be able to complete any selected national focus without cheating
