USA - Add an event about Cuba joining the OFN #2199

Describe your suggestion

I would like to suggest adding an event about Cuba joining the OFN after USA continues to support the Legion and the Legion wins the Dominican Civil War.

Justifications

When the Legion won the Dominican Civil War because of USA still continued to support them, Cuba joined the OFN without any event about Cuba joining the OFN as USA. So, that's why I suggest this.
