Irkutsk - Bessonov not replacing Yagoda as HoS #2337

Describe the bug

Doing the party route for Irkutsk, but Yagoda is still occupying the leader portrait long after Bessonov couped him. All of Bessonov's content worked fine, it's just the leader portrait itself.

Steps to reproduce / Cause of the issue

  1. Play Irkutsk
  2. Do the party route
  3. launch the party coup

Expected behaviour

yagoda will stick around forever, but all of the bessonov content will work fine.

sorry for the delay. i finished both entirely and took all the bessonov-aligned focuses in the regional tree, including the decision to remove yagoda from office.
