Describe the bug

After Grater German Reich won the PPI and SMU, in the 'REPORT: DOMINICAN SITUATION' (victory) and 'The Adler Over Madagascar' events, there were no rewards given like an increase some political power.

Steps to reproduce / Cause of the issue

1. Play as Greater German Reich.
2. Puerto Plata Invasion triggers.
3. Second Malagasy Uprising triggers.
4. Germany won the proxy wars in the Dominican Republic and Madagascar.

Expected behaviour

Oversight, maybe.
