Describe the bug

I set the Haiti Government victory in the PPLN Uprising CCP but communists won (I put next gamerules I used in the following screens).

Steps to reproduce / Cause of the issue

Set the ccps I've just shown above.

Expected behaviour

Haiti must beat communists.

I think it this issue can be closed because I do not have this problem anymore.
