Describe the bug

When Takagi releases Sarawak and Brunei, their cities and regions still use Japanese Exonyms.

Steps to reproduce / Cause of the issue

1. Takagi must come to power.
2. To complete Present To The Diet focus
3. The diet from that focus must be passed successful.
4. To complete Begin The Dismantlement and To The Victor Go The Spoils focuses

Expected behaviour

Sarawak and Brunei shouldn't use Japanese Exonyms because it doesn't make little sense.
