Describe the bug
In South Ural competition, West Russia and Siberia has a decision - help South Ural to dig oil, and this decision has no time limit this means if player want, they can spam this decision and dig unlimited oil from South Ural
Steps to reproduce / Cause of the issue
here'way to fix in decisions file TNO_RUS_race_for_the_urals, decision RUS_RFTU_fund_oil_extraction_magnitogorsk and RUS_RFTU_fund_oil_extraction_orenburg and RUS_RFTU_fund_oil_extraction_beloretsk, 3 decisions add fire_only_once limit for this decision, this is way to fix

This decision can no longer spam by player
