Describe the bug

When the final Battle for Russia starts, one unifier suddenly get annexed with the less being occupied despite the capitulation is not 100%.

Steps to reproduce / Cause of the issue

Only two Russian warlord unifiers are left in Russia region.
Final Battle for Russia triggers.

Expected behaviour

I don't know.
