After completing the 'Sit Them Down' national focus, the 'Hands Off the South' national focus is somehow not unlocked.

Steps to reproduce / Cause of the issue

Play as USA.
Elect Margaret Chase Smith in the 1968 presidential election.
Complete the 'Sit Them Down' national focus.

Expected behaviour

I don't know.
