The MZB Civil war shouldn’t be Limited to Huttig collapse, and if not, allow the ceasefire decisions to be CCPs

Justifications

I want to have the maximum amount of proxy conflicts, and I don’t want to lose the SAW as America to have the Mozambican War

I am not a dev but it's intended the Mozambique civil war happens because of lack of states for begining one. I think that's why it never happens.
