Describe the bug
When the Oil Crisis Occurs in Late 1970, the Event for the Crash of the Frankfurt Stock Exchange doesn't show up, any decisions or focuses relating to the Oil Crisis or leading up to the Slave Revolt don't show up either.
Steps to reproduce / Cause of the issue
This issue has happened when I play Speer normally, this issue also happens to the AI when it plays Speer. I think this is due to some faulty code preventing the content from showing up, but i'm not an expert.
Expected behaviour
The Expected Behavior is for the Frankfurt Stock Exchange to Crash at the beginning of the Oil Crisis triggering the decisions and focuses for the crisis leading up to the Slave Revolt

I will try to find out if any of the major submods are the Catalyst for this issue
