Russian deunification factions error #3482

Describe the bug

When Zlatoust shatters Western Siberia they all join it's faction. When another unifier invades Western Siberia when they capitulate the faction leader he is the only one getting annexed, everyone else just stays alive and you have to use cheats to attack the others or annex them or whatever. Same applies to west Russia when Onega, if playing as west siberian unifier

Steps to reproduce / Cause of the issue

  1. Play any russian unifier in west russia or west siberia
  2. On the opposite side either make Onega win or Zlatoust win so they can shatter their respective region and have a faction afterwards
  3. Wait develop yourself and such until 1969 when you are able to invade the other region
  4. When you beat the entire faction you will only be annexing the faction leader, while everyone else stays in faction and independent. If you wish to just return to war you will end up in the same position again and again until every state is conquered, and the only option for continuing the game is to just use console to annex everyone else.

Expected behaviour

I have no other idea than to have separate peace deals with every side or when you whitepeace like that after peace deal you redeclare on everyone

We need save files prior to capitulation to actually debug peace issues

I was playing Shafarevich and beating Zlatoust in the first stage, Zlatoust won against Black League, you can check it for yourself, but I will try to provide a save game for that

slika proof of the bug, I conquered Zlatoust and after that I just got whitepeace with it's puppets. While I do still have wargoals, I for some reason don't have on Omsk and this would continue until I have beaten everyone like 10 times or so
