Germany/Serbia - Germany took states from Serbia for a split second after capitulating them #3499

Describe the bug

After invading and capitulating Vladimir Ćopić's communist Serbia as intended after the end of the German Civil War, Germany installed a puppet government but additionally annexed multiple serbian states. The attached screenshot was taken right after the peace deal. A few seconds later, all states were automatically transferred to Serbia and the situation returned to normal.

Steps to reproduce / Cause of the issue

  1. use the gamerules to ensure the Serbian National Liberation Front wins the civil war
  2. use the gamerules to ensure one of the two communists comes to power after the civil war
  3. wait for Germany to reinvade Serbia sometimes after the end of its own civil war
  4. (probably not required) ensure that Romania specifically is the one to capitulate Serbia

Expected behaviour

Germany installs a puppet state in the entirety of Serbia's core territory and does not take any land away from it in the peace deal
