Describe the bug

Tatarstan conquered Samara resulting in them controlling West Russia, does this break the Russian unififcation mechanic or not?

Steps to reproduce / Cause of the issue

  1. Wait for war between Tatarstan and Russia 2.Have Tarstan capitulate Samara

Expected behaviour

Tarstan wouldn't conquer West Russia
