Siberian Black Army - Says 2 Contender in Smuta, yet I am the only one, I can't progress in focus trees. #3575

Describe the bug

When going into the Smuta in decisions, there are 2 contenders, however, I am the only one contending, and it says the rest are gone. When going into focuses, it thinks I'm not the only contender, but I am. Therefore the bug is that I am softlocked and cannot continue my focus tree, because it thinks there's 2 contenders but theres only 1.

Steps to reproduce / Cause of the issue

  1. Go to Decisions
  2. See Smuta
  3. See error (2 contenders, yet im the only one left)

Expected behaviour

For only 1 contender to be left

Unless you can figure out the exact moment it stopped matching the real count, we can't figure out what caused this i've added some logging to hopefully diagnose it better in the future
