Describe the bug

There are missing effects in some natspirits.

Steps to reproduce / Cause of the issue

  1. The HMMLR should defeat collabs in the British uprising.
  2. The USA prevails in the Channel Crisis.
  3. Wait for the hmmlrSkeleton.1 event as Britain.

Expected behaviour

These national spirits should have effects.

Additional information

Not really important but all the HMMLR minister have no effects.
