Describe the bug

When Denmark is established as reichskommissariat, it does not get integrated reichskommissariat and still have the Protektorat one.

Steps to reproduce / Cause of the issue

Bormann's Germany wins in the GCW.
Hanneken takes power in Denmark.
Bormann's Germany makes it reichskommissariat.

Expected behaviour

Denmark should Integrated Reichskommissariat instead of Protektorat one.

It seems to me there are similar bugs in other events where Denmark gets any faction ideas.
