USA - PHI_Blitz.30.t is not localized in the decision effect of Philippines Reconstruction Deadline #3678

Describe the bug

In the Philippines Reconstruction Deadline decision timer, the effects show the PHI_Blitz.30.tevent trigger for UPH tag, which is PHI_Blitz.30.t event is not localized.

Steps to reproduce / Cause of the issue

  1. Play as USA.
  2. Free Philippine Republic won the Philippine War.
  3. The Reconstruction is reaching 100%.

Expected behaviour

I don't know.
