Describe the bug

When the PPLN declares war on Haiti during the HCW, there are no decisions about supporting Haiti like sending volunteers, send equipments, debuffing the PPLN and others.

Steps to reproduce / Cause of the issue

  1. Play as USA.
  2. The Haitian Civil War starts.
  3. The PPLN declares war on the Haitian government.

Expected behaviour

I don't know.
