Describe the bug

The 4th row for any production appears to be blank despite overexceeding 15 mils

Steps to reproduce / Cause of the issue

  1. Start a new game
  2. Go to the country's production tab
  3. put more than 15 mils on one equipment

Expected behaviour

Mil factories appear on the 4th row
