USA - The Christmas Offensive events trigger despite the FMA or Free France is capitulated during the WAW #3689

Describe the bug

The Christmas Offensive events are somewhat triggered despite the FMA or Free France is capitulated, and USA is unable to send support to FMA or Free France because the WAW proxy war decisions are gone.

Steps to reproduce / Cause of the issue

  1. The West Africa War starts.
  2. The French Military Alliance or Free France capitulated.
  3. USA has no WAW proxy war.
  4. The Christmas Offensive events triggered.

Expected behaviour

I don't know.
