Deselect county #242

I added functionality to deselect a county if the blank option is chosen in the county select dropdown in the filter map.

i'm gonna do a deployment today i think because we have several small features and bug fixes that have been implemented to the develop branch. that sound ok to you @JasonKleinert ?
