6 years ago sns topic created for RDC. utilized in ls4-00-reproject for /georef uploads without original /scanned upload. use this same topic for other failure notification which should go to RDC ls4 users
incorporate processing failures into a notification system. probably use SNS ('ls4-error' topic already exists for maintenance issues going to devs). could notify from the code with specific issue arisen or general notification based on function failure from cloudwatch.
