Update docs to better display historical versions #1007

At first I thought Older doc versions before 2.18.5 are not available https://tom-toolkit.readthedocs.io/en/2.9.1/managing_data/single_target_data_service.html (for example) gives a 404

Older versions exist, but this specific page didn't exist before 2.18.5.

It would be good if this redirected to the index page instead of returning a 404. We should do something to better curate our doc versions as they are rapidly becoming overwhelming.
