Is your feature request related to a problem? Please describe. No. GCN is an established provider of alerts to a major user community in astrophysics, and many in the community who may benefit from using a MOP, wish to submit their findings to GCN in the form of Notices and Circulars.

Describe the solution you'd like We should provide a TOM plugin app to enable this workflow. The submissions to GCN can be made through the GCN Classic over Kafka system, building on prior development made for Hermes but as a stand-alone implementation.
